Summary World Service Corps Resolution & Bill Proposal - One year service. 109th CONGRESS

To request the President to institute a World Service Corps to address pressing world needs.

This Act may be cited as the “World Service Corps Act.”  One year service.

Americans consistently prove themselves in serving their country, addressing world needs, helping neighbors near and far grow and prosper.  The U. S. World Service Corps will provide Americans the opportunity to improve conditions in America and abroad.   For increasing numbers of world citizens, the world has become more dangerous and trying.  Today’s times calls for Americans to again lead the way in reviving that sense of service to address increasing volatile world needs.  By requiring national service in the World Service Corps, we will be obtaining the million Americans Kennedy wanted to serve annually in the Peace Corps.

And so, my fellow Americans: ask not what your country can do for you--ask what you can do for your country.

My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man.

The work of the World Service Corps will reduce pressure on our all-volunteer army.  America’s World Service Crops will help reduce the long-term need for costly military confrontations and thereby increase opportunities for the growth of freedom and a healthy lifestyle.  The public and private organizations that World Service Corps members (WSC) will serve through include:  Peace Corps, AmeriCorps, Habitat for Humanity, HeadStart, Doctors Sans Borders, and the Red Cross.

Projects. -- Projects and service will be undertaken in America and throughout the world.

REECRUITMENT AND SELECTION. -- All Americans, upon reaching their 18th birthday, will be placed into a national service pool.   By their 26th birthday, all those placed into this productive, peaceful civilian service pool will have chosen, begun and/or completed their minimum of one year service.

Participants. -- All ages will be encouraged and able to serve in this updated service corps.  Today many mid-career and retired Americans seek are open to make such career contributions.

Service Benefits.  Serving, working and living in the world makes the world and us better and safer.  Additionally:  A stipend completion program, similar to that given to Peace Corps volunteers upon completing their service, will be replicated for WS Corps members.

Funding. -- A combination of traditional budgeting and donations will be used to fund the World Service Corps.
