Assured of stateside placement, despite pleas from his parents, and concern from wife and two children, Patrick joined the Petaluma Engineering Battalion of California’s National Guard on October 11th 2001. Deployed in March of 2004, by April he was doing nightly infantry patrols and training Iraqis to “step-up,” neither profession for which he was trained. By June 2004, his casket returned home, without the report detailing that the Iraqi soldiers he was ordered to train had riddled his body with bullets.

If passed in Congress, seven years from now one million additional Americans (less than 1% of those aged 20-60) would voluntarily serve their nation at home or abroad in their choice of the: Peace Corps, AmeriCorps, Habitat for Humanity, Head Start, Doctors Without Borders, Red Cross, International Rescue Committee, OxFam, Mercy Corps, State Conservation Corps, etc. Upon completion of service volunteers, or their designees, would receive:
· Two years of community college plus two years of state college tuition (apx. $17,000 in 2004 dollars), or

· Meshing opportunity and responsibility between AWSC volunteers and those with whom they work.
