LETTERS TO THE EDITOR

 

    Several months ago Saddam Hus­sein proposed to sell his oil for “free” to the world. In the best capitalistic tradition, the world refused to take economic advantage of the poor fel­low. Now, however, it may be time to make a deal.

The United Nations should en­courage oil importers to pay market rates for all Iraqi oil. The proceeds of those oil payments would establish five escrowed accounts from which payments could be made in the fol­lowing manner

* Pay for the war’s destructive costs in Kuwait, Saudi Arabia and Israel, including personal compensa­tion.

* Pay the uncovered costs incurred by the fighting allies.

* Fund a United Nations confer­ence to assist in solving the Palestin­ian dispute.

* Pay the costs of a U.N. peace­keeping force for as long as it is need­ed in that region.

* Improve the educational and economic systems in Iraq.
