“journey worthwhile” supportive
letter regarding People’s Lobby’s American

Congresswoman Woolsey has offered to introduce People’s Lobby’s
AWSC Congressional proposals in this House session. Positive discussions with Senator Feinstein’s
staff have continued for two+ years, as well as with others in the Senate. The Key AWSC proposed bill is at

This letter, however, contains a People’s Lobby proposal to move Israel and Palestine
more rapidly and cost effectively toward sustained peace. Our proposal involves using increasing
proportions of our military aid to that region as carrots to build longer
periods of peace. While building on
these periods of peace, aid money would be gradually shifted into building the
peaceful, integrated foundations that create generations of peace.
For each six months of peace between Israel and Palestine,
a portion of our military aid would be shifted to a fund that would be used to
develop FULLY INTERGRATED schools, teams, libraries, service programs, joint
ventures, etc. Tied to this would be a
Peace Conference involving regional players and the rich Arab states. The rich Arab states would be called upon to
invest multiples of our investment in integrated good works and community
building in Israel and Palestine for each 6-month period of continuous peace
between Israel and Palestine.
People's Lobby proposes engaging the historic results of
Brown v. Board of Education with financial incentives geared to periods of
peace between Israel and Palestine that that will move
taxpayers’ aid dollars from harmful to embracing arms.
Recently, the Bush administration supposedly pledged $85
million to help rebuild Palestine. Here is People's Lobby outline of the mechanics
of a cheaper, longer-lasting way for the Obama-Biden team and the world to
build peace.
- Bring Israel,
Palestine,
regionally involved states, and the Arab Emirates, to an Israeli
Palestinian Peace Conference.
- Propose incremental shifts of our
military aid to projects that integrate and build understanding and
peaceful productivity.
- Show with spreadsheet and graphs how
that for each six months of continuous peace between Israel and Palestine,
America will transfer $25 million (or more) from Israeli military aid into
peaceful, productive projects that benefit both Israel and Palestine’s
citizens. These projects would
require integration between Israelis and Palestinians, such as developing
INTEGRATED: libraries, elementary schools, high schools, universities,
camps, community service projects, business joint ventures, news stations,
and service projects under the joint international service program of the

- Request that the Arab Emirates and
regional players commit to this process and to tripling (at least) with
their investments the United
States’ financial commitment.
- Include all of those who contribute
financially, as well as the United Nations and some well-regarded
humanitarian agencies (Doctors without Borders, Mercy Corps, Oxfam,
Habitat, Peace Corps, etc., such as those in the AWSC proposal) in an
oversight board that insures that the money is used in a nonpartisan and
fair manner.
